1. POSITION OVERVIEW

Serve as a key support to the Head of Department in technical management and operations. This position is responsible for coordinating system development projects, overseeing infrastructure operations, and managing relationships with IT partners.

2. KEY RESPONSIBILITIES

2.1. System Development & Vendor Management (Priority Level 1)

  • Project Coordination: Actively participate in managing the Software/System Development Life Cycle (SDLC), from requirements gathering and solution design to implementation and acceptance testing.
  • Vendor Management: Establish standards, assess vendor capabilities, and monitor the performance and progress of outsourced partners. Ensure deliverables meet contractual commitments and quality standards.
  • Process Optimization: Propose new technology solutions to drive digital transformation and improve overall organizational efficiency.

2.2. Operations Management & Technical Support (Priority Level 1)

  • System Maintenance: Oversee periodic maintenance and upgrades of hardware, software, and network infrastructure.
  • Incident Handling (Helpdesk): Take primary responsibility for receiving and resolving complex technical issues, ensuring continuity of IT systems.
  • Risk Management: Develop and implement incident response scenarios, information security measures, and data backup & recovery plans.

2.3. Planning & Strategic Advisory (Priority Level 2)

  • Planning & Budgeting: Support the Head of Department in preparing the annual IT budget and developing a practical technology roadmap aligned with business objectives.
  • Executive Reporting: Consolidate data and analyze IT performance metrics to provide advisory input to the Head of Department during strategic meetings.

3. JOB REQUIREMENTS

3.1. Education & Experience

  • Education: Bachelor’s degree or higher in Information Technology, Management Information Systems, or related fields.
  • Work Experience:

                – Proven practical experience in the IT field (candidates with overseas or international working experience are preferred).

                – Experience in a managerial position (equivalent to Deputy Head of Department or above) within enterprises.

                – Preferred: Prior experience working in joint ventures or multinational corporations

3.2. Skills & Competencies

  • Technical Expertise: Strong knowledge of practical IT planning, project management (PMP/Agile), and system risk management.
  • Language: Proficient in English (listening, speaking, reading, writing) to work directly with foreign partners and technical documentation.
  • Soft Skills: Strategic thinking, personnel coordination capability, negotiation skills, and ability to solve problems under high pressure.
